NILINAW kahapon ni Department of National Defense Officer in Charge Jose Faustino, Jr., na walang namumuong hidwaan o demoralisasyon sa hanay ng mga senior general bunsod ng RA 11790 o “an act strengthening professionalism and promoting the continuity of policies and modernization initiatives in the armed forces of the Philippines.”
Kasabay nito, ipinaliwanag din Sec. Faustino na pansamantalang mananatiling isang three-star general si AFP chief of staff Lt. General Bartolome Bacarro .
Ito ay dahil nanatiling miyembro pa rin ng Armed Forces of the Philippine si dating AFP chief General Andres Centino na isang four- star general na siyang hinalinhan ni LtGen Bacarro.
Sa ginanap na 83rd Anniversary ng Department of National Defense kahapon sa Armed Forces Officers Club, nilinaw ni DND OIC Faustino na ayon sa Saligang Batas ay isa lamang ang probisyon para sa four- star general sa hanay ng military .
Posible umanong mapaaga ang pagreretiro ni Gen. Centino kung tuluyan siyang hirangin ni Pangulong Bongbong Marcos, Jr. para sa isang ambassadorial post.
Si Centino ay nakatakdang magretiro sa darating na Pebrero 2023.
Samantala, may apat na key military positions ang nananatiling pinamumunuan ng senior general “in acting capacity”.
“With regards ‘yung kay Gen Centino, yes, he has been considered …for an ambassadorial post and I think it will follow later on pag nakuha nya post then he will be considered retired and right now kung makikita nyo, the four star rank is still with him, when he retires immediately after his appointment, then Gen Bacarro will get it because per Constitution isa lang talaga yung ating four-star.”
Pinabulaanan din ni Faustino na may usap-usapan sa loob ng military organization kaugnay mga apektadong opisyal, sa promotion o appointment na naapektuhan ng nasabing batas.
Ang sinasabi umanong pinag-uusapan sa hanay ng military ay ang Implementing Rules and Regulations para sa RA 11709, hindi yung mga opisyal.
“Everytime we go out, we visit units, the chief of staff, the major service commanders we addressed those issues, actually the murmur is more of questions about the law, its not murmur because galit kami sa inyo or what, no its about the law, thats why we are at the process right now of finetuning yung paano namin maayos itong ra 11709,” anang kalihim.
Kamakailan ay nagpatawag si Army Chief Ltgen Romeo Brawner ng isang forum upang ipaliwanag ang nasabing batas at ang kaakibat na IRR. (VICTOR BALDEMOR RUIZ)
