TFBL LAUDS STRATEGIC VICTORY OVER CTGS, HAILS E-CLIP IMPLEMENTATION

By: Victor Baldemor Ruiz

Task Force Balik-Loob (TFBL) lauds the Armed Forces of the Philippines (AFP) for achieving strategic victory in its fight against the communist terrorist group (CTG) and significantly contributing to the transformation of former rebels through the Enhanced Comprehensive Local Integration Program (E-CLIP).

“As mentioned by President Ferdinand R. Marcos, Jr. in his State of the Nation Address (SONA) on Monday, the success in addressing the root problems of armed conflict in the countryside was made possible through the convergence of efforts to provide social services and protection, decommissioning of former combatants, and developing our communities,” said Undersecretary for Capability Assessment and Development and Task Force Balik-Loob Chairperson Angelito M. De Leon.

“Thus, I commend the AFP for playing multiple major roles in this development, and for achieving strategic victory against the CTG through its focused military operations,” added Usec. De Leon. “In collaboration with other government agencies, the AFP has also shown its commitment to support various non-military solutions to the problem of armed insurgency. Our collective success in this aspect is a testament that it is better to fight this cause as one.”

During a press briefing earlier this month, the AFP said that there are only 1,800 remaining active members of the armed communist group, with 400 of these already identified and facing criminal charges. These figures were a significant decrease in comparison to the CTG’s 24,000 members during its peak in the 1980’s.

According to the TFBL Chairperson, the waning presence of the CTG, especially in geographically isolated and displaced areas, would allow the government to pursue development programs and ensure that former rebels would lead peaceful and productive lives with their families.

“The President himself has signified in his SONA the importance of granting amnesty to complete the reintegration process,” said Usec. De Leon. “The second chance accorded to former rebels through E-CLIP, along with the possible grant of amnesty, is proof to the government’s commitment to hold the hands of our brothers and sisters who have decided to return to mainstream society.”

The DND executive then called on the few remaining CTG members to lay down their weapons and rallied for the continued support of government agencies and local chief executives for E-CLIP.

“Let us build on this momentum and emerge completely victorious in achieving long-lasting peace, healing, and development for the Philippines,” said Usec. De Leon. “To the remaining active rebels, you can always have a second chance in life, and now is that time. The government and the Filipino people are with you every step of the way.”
