KAHIT may mga negosyante at grupo ng mga magsasakang tutol ay nagpahayag pa rin ng suporta ang isang malaking organisasyon ng mga mangangalakal sa panukala ng finance manager ng Marcos administration na bawasan o tuluyang alisin ang taripa sa imported na bigas.
Kahapon ay nagpalabas ng kanilang deklarasyon ang Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc (FFCCCII) na sumusuporta sa panukala ni Finance Secretary Benjamin Diokno na bawasan ang tariff rates sa imported rice at gawing zero percent o maximum ng 10 percent.
“ We support government efforts to stabilize rice prices and supply,” anang FFCCCII sa gitna ng kasalukuyang supply gap at high prices ng bigas.
Ang FFCCCII na pinamumunuan ni Dr. Cecilio Pedro ay naniniwala sa panukala ni Secretary Diokno na pansamantalang bawasan ang ’existing tariff rate na 35% at ibaba ito sa 0% or maximum of 10% .’
Hindi lamang umano ito magdudulot ng pagbaba ng presyo ng bigas kundi masusupil din umano ang mabilis na pagtaas ng inflation sa presyo ng mga pagkain bukod pa sa matutugunan din ang demand-supply gap sa grain industry.
“This move will undeniably mitigate the pinch our countrymen are feeling due to the sharp increase in the price of rice, our staple food. We believe that the temporary lowering of tariff, coupled with other calibrated measures to be taken by this administration’s economic team, will result in the long-term stabilization of the prices of rice and improve the inflation situation,” ani Dr. Pedro.
“As the umbrella organization of Filipino Chinese business associations with FFCCCII membership spanning across the Philippines and from various industries including the agriculture industry, we recognize the concerns of our farmers on the possible effects of the tariff reduction, such as the entry of cheaper imported rice and lowering of the prices of domestic palay. However, at this time of soaring prices and lack of supply of this staple, we need to consider foremost the needs of our consuming public, the over 110 million Filipinos and support this short-term measure,” dagdag pa ng nasabing organisasyon .
Salungat naman ang ilang grupo sa nasabing hakbang dahil sa malinaw itong papatay sa mga magsasaka.
Sinasabi umanong pansamantala lamang ang nasabing hakbang subalit hindi umano pansamantala ang magiging epekto nito sa mga magbubukid, bukod pa sa magreresulta umano ito sa “unlimited rice importation” oras na alisin ang taripa sa pag-aangkat sa bigas na maituturing na “maling polisiya” ng pamahalaan na mag-reresulta lamang sa lalong pagpapahirap sa mga magsasaka sa bansa.
Batid umano ng Department of Agriculture na hindi dapat buksan ang floodgates ng importasyon sa panahon ng anihan dahil kung hindi ay matatalo rito ang mga local farmers.
Ayon sa Federation of Free Farmers (FFF), “Ang solusyon parati nila pagdating sa prices and inflation is always importation. So now, they are proposing to bring down the tariffs. Ang tama niyan, sa magsasaka na naman.”
