HINDI pa isinasara ni Pangulong Rodrigo Duterte ang kanyang posisyon na wakasan ang mapangabusong “work scheme” sa bansa.
Ayon kay Acting Presidential Spokesperson and Communications Secretary Martin Andanar, na-i veto ni Duterye ang ilang probisyob sa panukalang batas para wakasan ang contractualization.
“While it is true that President Rodrigo Roa Duterte vetoed the Security of Tenure Bill in 2019, as mentioned by Senate President Vicente Sotto III, the Chief Executive explained that the version submitted by Congress unduly broadens the scope and definition of prohibited labor-only contracting, effectively proscribing forms of contractualization that are not particularly unfavorable to employees involved,’” ani Andanar .
Ang pahayag ay ginawa ni Andanar ,matapos ipaabot ni
vice presidential aspirant Senate President Vicente Sotto III ,ang kanyang pagka dismaya kay Duterte matapos na mabigo na mapatigil ang contractualization nang i-veto ang Security of Tenure bill noong 2019.
Ayon kay Andanar,inaasahan umano ni Dutertr na muling bubuo ng panibagong panukala ang Kongreso na magiging katanggap tanggap sa sektor ng paggawa at negosyo.
“The President hopes that Congress would rectify the vetoed provisions as he remains committed to eradicating all forms of abusive employment practices and protecting the workers’ right to security of tenure,”ayon kay Andanar.
Sa kabila na ni-reject ni Duterte ang Security of Tenure bill, ay nilagdaan naman ni Duterte noong 2018 ang isanh executive order (EO) para matigil ang “illegal” contracting at subcontracting arrangements sa pagitan ng employers at empleyado.
Sinabi ni Andanar na sa ilalim ng EO 51, nilagdaan ni Duterte noong Mayo 1, 2018,layunin nito na protektahan ang mga manggagawa sa karapatan sa security of tenure. (Carl Angelo)
