Inianunsiyo ng Commission on Elections (Comelec) nitong Lunes na pinagkalooban na nila ng gun ban exemptions ang mga kuwalipikadong matataas na opisyal ng pamahalaan, gayundin ang mga tauhan ng National Bureau of Investigation (NBI) agents, mga election officers at iba pa.
Ayon kay Comelec Chairman Saidamen Pangarungan, inamiyendahan ng en banc ang Comelec Resolution No. 10728 na nagsasaad sa pagbabawal sa mga hindi otorisadong armas at mga bodyguards bago ang panahon ng halalan.
Matatandaang mahigpit na ipinagbabawal ng Comelec ang pagbibitbit at pagbibiyahe ng baril o anumang nakamamatay na sandata sa labas ng tahanan o lugar na negosyo, at sa lahat ng mga pampublikong lugar mula Enero 9 hanggang Hunyo 8, 2022 na panahon ng halalan.
Layunin aniya ng pag-amiyenda na mapabilis at gawing simple na lamang ang pagkakaloob ng gun ban exemptions sa mga kuwalipikadong public officials.
“These officials need to feel secured in performing their duties, free from fear and pressure from others,” ayon kay Pangarungan sa isang pulong balitaan.
“The amendment also allows the Comelec to be more responsive to security concerns in election hotspots by granting the Comelec Chairman the authority to place election areas of concern, already approved by the Committee on the Ban on Firearms and Security Concerns (CBFSC), under Comelec control,” aniya pa.
Sa ilalim ng inaprubahang amendment, kabilang sa mga exempted na sa gun ban ay ang Office of the Vice President, mga senador, congressmen, court justices, cabinet secretaries hanggang assistant secretaries at kanilang mga security detail.
Ani Pangarungan, ang mga binigyan ng gun ban exemption ay dapat na mayroong balidong License to Own and Possess Firearms (LTOPF), Certificate of Firearms Registration (CFR), at balidong Permit to Carry Firearms Outside of Residence (PTCFOR).
“Provided further, that in no instance shall they carry two (2) firearms,” aniya pa. “And provided furthermore, that these public officials shall submit to the CBFSC not later than April 19, 2022 the list of their firearms and qualified security detail.”
Sa botong 4-3, binigyan rin ng Comelec en banc ng otorisasyon si Pangarungan na magkaloob ng gun ban exemptions para sa mga “urgent and meritorious cases,” gayundin sa mga natukoy na election areas of concern na nasa ilalim ng Comelec control.
Samantala, nilinaw naman ni Pangarungan na si Pang. Rodrigo Duterte ay mayroon nang gun ban exemption bilang commander in chief ng Armed Forces of the Philippines (AFP).
“You know we granted certificate of authority to the AFP. Lahat ng sundalo meron silang authority to carry firearms in the same manner na lahat ng pulis mayroong general authority to carry firearms. Don’t forget that the President is the commander in chief of AFP, so meron nang dating exemption si President Duterte,” aniya pa. (Carl Angelo)
