Ipinag-utos na ni Pangulong Ferdinand Marcos, Jr., ang paglipat ng National Irrigation Administration (NIA) sa ilalim ng Office of the President, mula sa Department of Agriculture (DA) kasunod ng inilabas na Executive Order.
“Irrigation management and development is vital towards achieving food security and ensuring infrastructure development in the country, which are among the administration’s priority initiatives,” ayon sa nasabing EO .
“It is imperative to streamline and rationalize the functional relationships of agencies with complementary mandates in order to promote coordination, efficiency, and coherence within the bureaucracy,” saad pa ng kautusan.
Batay sa Executive Order No. 69 na nilagdaan ni Executive Secretary Lucas Bersamin, inatasan ang NIA sa ilalim ng pangangasiwa ng OP na imbestigahan, pag-aralan at ayusin ang lahat ng irigasyon sa bansa alinsunod sa RA 3601. Layon ng kautusan na i-streamline ang mandato ng mga ahensya para sa mas maayos na koordinasyon at mas episyenteng burukrasya.
Inatasan din ng Pangulo ang Governance Commission for Government-Owned or -Controlled Corporation (GOCCs) na pag-aralan ang balasahan sa NIA board of directors.
Sa ilalim nito, magiging bahagi ng NIA board ang isang representative sa OP, NIA Administrator, kalihim ng Department of Public Works and Highways (DPWH), DA at National Economic and Development Authority (NEDA) at isang representative mula sa pribadong sektor na itatalaga ng Pangulo.
Ang eleksyon at appointment ng Chairperson, Vice Chairperson at iba pang Board of Directors ay dapat naka-base rin sa RA 10149 o GOCC Governance Act of 2011.
