NIA 6, PHIL. Army Ink MOA to Strengthen Security Measures for Jalaur Mega Dam

To bolster the security framework surrounding the Jalaur River Multi-Purpose Project-Stage II (JRMP II), the National Irrigation Administration Region 6 (NIA R6) and the Army’s 3rd Infantry (Spearhead) Division signed a Memorandum of Agreement (MOA) on November 30, 2023.

NIA and 3ID formalized the agreement in a simple ceremony held at the JRMP II Conference Room, NIA Regional Office in Barangay Tacas, Jaro, Iloilo City. Heads and representatives from both agencies expressed their commitment to successfully implementing the security framework for the mega dam.


In attendance during the signing of the MOA were Engineer Jonel B. Borres, Acting Regional Manager, NIA R6, and Concurrent Project Manager of JRMP II; Engineer Angeles Pahayahay, Manager, Engineering Division, JRMP II; 3ID Commander Major General Marion R. Sison; and 301st Infantry Brigade Commander Brigadier General Michael Samson.

Commanding officers of the 82nd, 61st, and 12th Infantry Battalions and other officers and staff of 3ID and JRMP II were also present during the event.

JRMP II is a major infrastructure initiative and flagship project of the NIA in Western Visayas aimed at enhancing the region’s agricultural productivity, water supply, and power generation capacity.


According to NIA 6, as a complex and critical project with significant economic, social, and environmental implications, the development and implementation of a comprehensive security framework for this project is essential to safeguard its operations, assets, and stakeholders.

Engineer Borres expressed gratitude to the 3ID for providing security assistance to the JRMP II, particularly acknowledging its vital support in light of the project’s location in an area marked by the presence of insurgents.


“We are about to finish this project, and only the irrigation components are lacking. But in the specific area where we really need your assistance, we are confident that it will be completed with your help,” Engineer Borres said.

For his part, MGen. Sison underscored that the MOA is a testament to the 3ID’s dedication to securing the project and a commitment to fostering sustainable development in the country’s economy and creating an environment livable for the people.


“Let us view this MOA not just as a legal document but as a symbol of collaboration, resilience, and a shared vision for a better future. Together, the NIA and the Philippine Army stand united to secure the lifeline of the Jalaur River Multi-Purpose Project, ensuring its benefits as the water flows seamlessly to the people it is supposed to supply,” the 3ID Commander concluded.

JRMP II is located in the hinterlands of Calinog, Iloilo. Its first phase was completed in the 1980s, and the second stage commenced in 2012.
