Acting on the request of the Department of Transportation (DOTr) and the Land Transportation Franchising and Regulatory Board (LTFRB), the Metro Manila Development Authority (MMDA) suspendef the number coding and no-contact apprehension program (NCAP) to allow more PUVs to accommodate students as face-to-face classes began August 22.
Also being reviewed is the request for the suspension of NCAP as PUVs will not be exempted from traffic violations.
The DOTr and LTFRB in a letter, requested the MMDA not to impound PUVs that were given special permits which allows them to ply routes passing near schools, instead of certificates of public convenience (CPCs).
The MMDA clarified that although they would not flag PUVs without CPCs and exempt them from the number coding scheme, the PUVs are still not exempted from traffic violations.
“Upon speaking to the DOTr, the MMDA assured that such PUVs will not be flagged due to the absence of CPCs for the routes that have been opened. Apart from that, PUVs are exempted from the MMDA’s number coding scheme,” the LTFRB said in a statement.
“But the MMDA insists that PUVs are not exempt from violating traffic laws and they ensure that reprimanded PUV drivers on the road will be held accountable. It added that all CPC violations will be forwarded to the LTFRB for appropriate action,” it added.
