OTS, NAGLUNSAD NG NON-LETHAL INTERVENTION TECHNIQUES

PINANGUNAHAN ni Office for Transportation Security (OTS) Administrator Undersecretary Gilbert Cruz, kasama ang Philippine National Police Aviation Security Group (PNP AVSEGROUP), ang paglulunsad ng ‘alternative non-lethal aviation security police intervention techniques using a containment tool’ bilang sagot sa insidente ng nagwalang pasahero na may hawak na kutsilyo sa Iloilo International Airport.

Ayon kay Cruz, ” said tool aims to enhance immediate defensive capability through the use of a distance-based restraint device designed to safely contain unlawful aggression within airport premises.”


Aniya, nakuha nila ang ideya mula sa Japan “Sasumata,” na isang non-lethal restraint instrument gamit ang bukas na U-shaped end.

” It is designed exclusively for defensive application to enable authorized personnel to maintain a safe standoff distance and temporarily restrict the movement of individuals armed with bladed or blunt weapons, including knives, who pose an imminent threat to passengers, airport personnel and security officers,” paliwanag ni Cruz.

Di gaya ng mga nakamamatay na weapons gaya ng baril, ang nasabing bagong tool “is calibrated for containment rather than incapacitation, thereby reducing the risk of fatality or serious bodily harm while allowing responding law enforcement authorities to assume control of the situation.”


“The deployment of the device is strictly confined to self-defense and immediate threat containment. It shall not be used for punitive, coercive, or offensive purposes,” dagdag pa niya.

Ayon kay Cruz, ang mga authorized personnel ay sasailalim sa wastong training at scenario-based exercises upang tiyakin ang “calibrated, accountable at proportionate application consistent with the principles of necessity and reasonable force.”
