IN line with the goal of the Bureau of Customs under the leadership of Commissioner Rey Leonardo B. Guerrero to fully transform and improve its processes and services, the BOC-Port of NAIA headed by District Collector Carmelita M. Talusan continuously strengthens its customs services in terminals, warehouses, and other offices through internal discussion and consultations, to better serve its stakeholders.
Just recently, Collector Talusan convened the Chiefs and personnel of the BOC-DHL Warehouseand NAIA Customer Care Center to discuss how to further improve its services to maintain its positive performance in terms of transacting with the stakeholders and general public.
The BOC-DHL Warehouse is a Customs Bonded Warehouse (CBW#185) catering to an average of 26,000 entries monthly containing various items such as clothes, bags, shoes, medicine, among others bought from global online stores or are sent by a sender from foreign country to the Philippines for their family, friends or acquaintances.
On the other hand, the NAIA Customer Care Center serves as a central hub for customs-related transactions such as document receiving and releasing, payment, document tracking, and general stakeholder information, especially on parcel-related transactions such as parcel tracking, shipment information, follow-ups, parcel inquiries and concerns, to further assist NAIA stakeholders in managing their businesses in the port.
The Port of NAIA oversees four (4) international airports namely NAIA Terminals 1,2, 3, and 4, six bonded warehouses and Philippine postal – Central Mail Exchange Center. Since January 2022, the port consistently holds consultations and discussions with the Deputy Collectors, Warehouse Chiefs, Subport Collectors and Heads of Offices to streamline and automate its processes to provide hassle-free government service to its customers in the day-to-day operations of the port.
In terms of stakeholders engagement, the Port of NAIA also held forums and conferences to discuss issues and concerns, and recognize the strong partnership between the agency and top importers of the port, which led to the Port surpassing its annual collection target for 2021 and for the 1st Quarter of 2022.
In addition, the port was recently commended through its efficient governance receiving the GOLD award and ranking 1st among the 17 collection districts nationwide in the recently concluded Proficiency revalida of the BOC offices. On the other hand, the Port of NAIA last year was recognized as an ISO-certified agency with 21 customs processes proving its excellent and efficient customer service. This year, the port applied for additional 6 customs processes in furtherance of its enhanced services.
The Bureau of Customs under the leadership of Commissioner Guerrero and Port of NAIA headed by Collector Talusan remain committed in performing its mandates, and transforming its processes on government service – revenue collection, trade facilitation, and border protection.
Meanwhile, to foster better coordination and partnership, the BOC-NAIA conducted a governance sharing activity with the Philippine National Police Intelligence and Foreign Liaison Division- Drug Enforcement Group (PNP-IFLD-DEG).
PNP-IFLD-DEG was represented by Division Chief PCOL.Rolando P. Portera and PLT. Mayolo Pastrana Jr. On the part of BOC-NAIA, the team was represented by District Collector Carmelita M. Talusan with the warehouse chiefs.
The meeting focused on both agency’s various functions and duties in terms of border security against the entry of illegal drugs. The PNP and BOC-NAIA also shared their best practices to which BOC NAIA higlighted the Port’s successful anti-illegal drug campaign which totalled to 172 successful drug busts from 2018 to present.
In his statement, PCOL. Portera stressed the need for strengthened cooperation between partner agencies to ensure the efficient sharing of information and effective implementation of border protection processes.
As part of the thrust of BOC Commissioner Rey Leonardo B. Guerrero to support the campaign against illegal drugs, BOC-NAIA shall remain at the forefront of border security and prevent the entry of illegal drugs and other precursors. (TSJ)
