BEAUTY QUEEN FILES COMPLAINT VS POLICEMAN FOR TOUCHING HER BEHIND

A beauty pageant titlist has filed a complaint against a member of the Philippine National Police Aviation Security Group (PNP-AvSeGroup) for violation of Republic Act No. 11313 or the Safe Spaces Act, popularly known as the “Bawal Bastos Act.”

The suspect, identified as Police Patrolman Alvin Boñales, assigned at the Ninoy Aquino International Airport (NAIA) Terminal 3, was arrested and jailed after a formal complaint was filed against him by Bb. Pilipinas International 1st Runner-Up Ma. Ahtisa Manalo,

Investigation showed that on March 10, 2023, Friday, at around 6:00 pm, Manalo approached and sought the assistance of Airport Police Officer 1 Arvin Malabanan of the Airport Police Department at the Arrival Gate 4 Exit of Terminal 3.


Manalo, a niece of Department of Interior and Local Government Undersecretary for Plans, Public Affairs and Communication Margarita Gutierrez, had just arrived at Terminal 3 on board Air Asia flight Z2 224 from Caticlan.

According to the investigation report, Manalo was allegedly grazed on her butt by an unidentified PNP personnel at Bay 8 Arrival Curbside while waiting for her booked Grab car.

Manalo said she confronted the suspect regarding the matter but the he denied the allegation against him.

She said she asked for his name and he identified himself as “Alvin Garcia” then walked away.


Upon inquiry with PNP personnel at Public Assistance Desk (PAD) located at the arrival Bay 5 Curbside, the APD learned that there was no AvSeGroup member with the name of Alvin Garcia assigned at NAIA.

Manalo requested CCTV viewing and was escorted to Terminal 3 APD station to file a complaint. While filing, a certain PMaj. Palma and PInsp. Garcia from the PNP Aviation Security Unit-National Capital Region (AVSEU-NCR) arrived and accompanied Manalo in reviewing the CCTV footage to identify the suspect.

After reviewing CCTV footage, PInsp. Garcia positively identified the suspect as Pat. Alvin Boñales. PMaj. Palma immediately summoned Boñales to report to his office,

In the meantime, AVSEU-NCR chief PCol. Roderick Campo advised Manalo to file criminal and administrative cases against Boñales. After Manalo executed an affidavit against Boñales, he was immediately arrested and temporary detained at the nearby AvSeGroup-Mobile Patrol Security Unit station to await inquest proceedings.


Boñales was later charged with violation of RA 11313 on March 11, 2023 before the Pasay City Prosecutor’s Office. (JERRY S. TAN)
