In line with President Ferdinand Marcos Jr.’s directive to intensify the government’s campaign against illegal activities of foreign nationals, the Bureau of Immigration (BI) reported the arrest of a Korean and a Chinese national in separate back-to-back operations conducted in Pasay City on October 2.
BI Fugitive Search Unit (FSU) Chief Rendel Ryan Sy said Korean national Jang Haesung, 41, was apprehended Thursday afternoon along Newport Boulevard.
Sy said that Jang was the subject of a mission order after the BI received complaints regarding his alleged involvement in illegal investment schemes.
Reports showed that Jang had been conducting scam operations that victimized both Filipino and Korean nationals. Records check also revealed that he entered the country in August 2024 but failed to apply for a visa, rendering him an overstaying alien.
In a separate operation in the same vicinity, Sy confirmed the arrest of Chinese national Zhang Shuiping, 38.
According to official reports, Zhang is suspected of engaging in various unlawful operations, including large-scale fraud, scams, and extortion schemes. Intelligence sources also indicated that he allegedly exploits initial trust with associates for financial gain, makes use of false or stolen identities in fraudulent activities and leverages Filipino women in schemes involving manipulation and exploitation.
Zhang was further reported to frequent casino VIP rooms where he falsely presents himself as an agent to obtain sensitive customer information for illicit purposes.
Law enforcement sources added that Zhang may be connected to narcotics abuse and to organized groups involved in kidnapping, drug syndicates and prostitution activities in Metro Manila.
Initial verification with the Bureau’s database showed that Zhang last entered the country in 2019, but his last extension of stay was valid only until 2020, making him an overstaying alien.
