International Committee of the Red Cross (ICRC) Capacitates 4ID Officers on International Humanitarian Law and Forensics

The International Committee of the Red Cross (ICRC) Butuan Sub-Delegation headed by Ishfaq Muhammad Khan conducted a two-day training on International Humanitarian Law (IHL) and Forensics for the Philippine Army 4th Infantry (Diamond) Division officers, held at the 4ID Clubhouse, Camp Evangelista, Patag, Cagayan de Oro City.

The Army 4ID officers from different units and offices, including those under the 4ID operationally controls, participated in the said training activity geared toward enhancing the capabilities of decision-makers, especially those that are deployed in the field, on the fundamental principles of IHL and forensic practices.


According to ICRC, the training serves as a refresher course for officers that reinforces their knowledge of humanitarian law and equips them with the necessary tools to balance security and operational concerns with humanitarian responsibilities, particularly in operations involving civilian populations.

4ID Commander, Major General Jose Maria R Cuerpo II, conveyed his utmost gratitude to the ICRC team for their unwavering commitment to strengthening the application of international humanitarian law (IHL) within the organization.

Through this training, they empowered officers to navigate the complexities of their task as decision-makers on the frontlines in the fight against the communist terrorist group (CTG) and other lawless elements.


Further, Cuerpo enjoined each 4ID personnel to continue to uphold, adhere and promote IHL in all aspects of operations and ensure compliance with legal and ethical standards as they execute their mandated tasks in a multi-faceted operational environment.
