Ang gobyerno ng Pilipinas sa ilalim ng administrasyon ni President Ferdinand Marcos, Jr., at ang Moro Islamic Liberation Front (MILF) ay muling nagpatupad ng kanilang pangako sa pagpapa-iral ng Comprehensive Agreement on the Bangsamoro (CAB).
Nilagdaan noong 2014, naging batayan ang CAB sa pagbuo ng Bangsamoro Organic Law, na ipinasa noong 2018 upang payagan ang paglikha ng Bangsamoro Autonomous Region sa Muslim Mindanao.
Sa magkasanib na pahayag, sinabi ni Government of the Philippines (GPH) Peace Implementing Panel chair Cesar Yano at MILF Peace Implementing Panel chair Mohagher Iqbal na napag-usapan nila ang hindi bababa sa apat na key areas.
Ang magkabilang panig ay sumang-ayon na higit pang pag-aralan ang mga panukala para sa AFP Redeployment Parameters and Areas para sa Joint Security Assessment, Transition Plan for the Joint Peace and Security Teams (JPSTs), at ang Integrated Framework para sa pagpapatupad ng mga camps transformation program para sa paunang 33 barangay ng anim na dating kinikilalang kampo ng MILF.
Bukod dito, nangako sila na ituloy ang paghahatid ng iba pang bahagi ng kasunduang pangkapayapaan at pagpapaigting ng resource mobilization upang suportahan ang pagpapatupad ng CAB.
Sa kanilang pagpupulong ay unang naging isyu ang pagpapahatid ng kanilang simpatiya sa pamilya ng mga naulila ng pitong (7) MILF members na namatay sa law enforcement operations sa Brgy. Damawato, Datu Paglas, Maguindanao del Sur nuong Hunyo 18 2023.
Pinasalamatan ng Implementing Panels ang Pangulong Ferdinand Marcos Jr., sa agaran nitong pag atas sa Department of Justice (DOJ) na magsagawa ng imbestigasyon hinggil sa nasabing insidente.
Kaugnay nito ay marrin namang inihayag ng MILF Implementing Panel na indispensability ng pagkakaroon ng separate inquiry ng isang independent body para maging kapaniniwala ang magiging resulta.
“Second, the Parties also discussed and agreed to further study the proposals for the AFP Redeployment Parameters and Areas for the Joint Security Assessment, Transition Plan for the Joint Peace and Security Teams (JPSTs), and the Integrated Framework on the implementation of camps transformation program for the initial 33 barangays of the six (6) previously acknowledged MILF camps.”
“Third, recognizing the urgency and centrality of the full implementation of the decommissioning program through the delivery of socioeconomic development packages for the combatants, the Implementing Panels agreed to create a socioeconomic study committee to discuss and recommend for the Panels’ approval the components, implementation framework, and funding strategies for the socioeconomic development packages for the decommissioned combatants and camps transformation. The members from the GPH are Usec. Zamzamin L. Ampatuan (Chair), Usec. Alan A. Tanjusay, and PA David B. Diciano, and from the MILF are Min. Raissa H. Jajurie (Chair), Min. Aida M. Silongan, and BDG Mohajirin T. Ali.”
“Finally, despite challenges in the implementation of the peace process, the Parties committed to pursue the efficient delivery of the other components of the peace agreement. The Parties agreed to intensify resource mobilization to support the implementation of the Comprehensive Agreement on the Bangsamoro (CAB) by engaging with international state and non-state donors who are willing to support the normalization process, subject to appropriate rules and regulations on the acceptance of grants, donation or any form of development assistance. The modalities for this shall be further discussed by the Parties.
