FREE PARKING ORDINANCE FOR SENIORS AND PWDS, EXCLUDES GOVERNMENT OFFICIALS AND WORKERS

The city ordinance which exempts senior citizens and persons with disabiilty (PWDs) from paying the initial parking rates in designated areas within the city of Manila does not apply to overnight parking and to government officials and personnel.

Ordinance 8559, said Manila Traffic and Parking Bureau (MTPB) chief Dennis Viaje, applies only to senior citizens and persons with disability (PWDs) and to parking areas in shopping malls, streets, hospitals or any other establishments and similar places charging the same and situated within the city of Manila.


Titled, “Manila City Senior Citizens and PWDs Free Initial Rate in the Parking Fees Ordinance of 2019,” the said ordinance exempts senior citizens and PWDS from payment of initial parking fees but Viaje also clarified that the exemption does not cover overnight parking.

So as to avail of the said exemption, the senior citizen concerned must present a valid senior citizen identification card issued by the Office of the Senior Citizen Affairs or any other government-issued identification cards that will establish the status of being a senior citizen.

On the other hand. the PWDs must present a PWD identification card issued by the National Council on Disability Affairs (NCDA) upon entry in the establishments, malls, hospitals, parking areas or any other similar places charging parking fees and the ID holder or cardholder must be a passenger or driver of the vehicle.


If a cashier or booth attendant violates the ordinance, the penalty would be imprisonment of one day to 30 days or a fine of P500 or both, at the discretion of the court.

In case of the manager, operator or owner of the establishments, malls, hospitals, parking areas or any other similar places, violation of the ordinance carries an imprisonment of one day to thirty days or a fine of P2,000 or both,also at the court’s discretion.


If the violation of the ordinance is repeated by the manager, operator or owner shall result in the revocation of the business permit of the parking area or space concerned.
