Female Army Signal officer, finalist of the Cybersecurity Woman of the Year Awards 2023

FORT BONIFACIO, Taguig City – The Philippine Army’s 7th Signal Battalion Commander Lt. Col. Francel Margareth Padilla-Taborlupa was hailed as one of the finalists in a category of the Cybersecurity Woman of the Year (CSWY) Awards 2023 on June 18, 2023 in a website – https://leadmind.inteligenca.com/cswy2023/ .

As posted by the United Cybersecurity Alliance President & CEO Carmen Marsh on LinkedIn, Lt. Col. Taborlupa is a finalist in the category of “Cybersecurity Woman Leader of the Year 2023”. She is the only Filipina finalist in the nomination participated by cybersecurity experts from 59 countries around the globe. The United Cybersecurity Alliance is a non-profit organization based in Roseville, California that recognizes outstanding women in the cybersecurity landscape. It encourages a generation of female cyber defenders who are strong role models and contribute to protecting organizations and society.

The CSWY Awards 2023 has 9 categories which include Cybersecurity Woman “Barrier Breaker” of the Year 2023 with finalists from Kuwait, India, USA; Cybersecurity Woman Influencer of the Year 2023 with finalists from Saudi Arabia and two from USA; Cybersecurity Women Supporter of the Year 2023 with finalists from Tanzania, Australia, and UAE; Cybersecurity Woman Leader of the Year 2023 with finalists from Philippines and two from USA; Cybersecurity Woman Hacker of the Year 2023 with finalists from South Africa, USA, and Netherlands; Cybersecurity or Privacy Woman Law Professional 2023 with finalists from Liechtenstein, USA, and Canada; People’s Choice Award 2023 with finalists from South Africa and two from USA; Cybersecurity Woman Volunteer of the Year 2023 with finalists from USA, Colombia, and Peru; and lastly, the Cybersecurity Woman Entrepreneur of the Year 2023 with finalists from Spain, New Zealand, and Israel.


Lt. Col. Taborlupa is an outstanding individual who was recognized as the driving force behind the visionary “Cyber for Peace” initiative, promoting technology for sustainable development. She was hailed as one of ASEAN’s Top 30 Women in Security 2021 and Top 10 Women in CyberSecurity Philippines 2020.

Lt. Col. Taborlupa is an international lecturer, moderator, and panelist. She is a Certified Ethical Hacker, Certified Secure Computer User, and an experienced information technology professional with a demonstrated history of working in the Army Management Information Center catering to information system (IS) needs for the whole Armed Forces of the Philippines. She used to work as the IS Officer of the National Task Force Against COVID-19, wherein she spearheads the use of technology to mitigate the effects of COVID for the pandemic response of the Philippines. Lt. Col. Taborlupa is skilled in Research, Training, Systems Analysis, Networks, Project Management, and Chairmanship. She has experiences in VIP Security and Gender Studies and consultancy work.


Lt. Col. Taborlupa is a BS Management graduate and a member of the Philippine Military Academy “Sanghaya” Class of 2000. She holds three master’s degrees: Master in International Development Practice from Monash University in Melbourne, Australia; Masters in Information Systems from University of the Philippines; and Master in Public Management from the Development Academy of the Philippines.
