Inianunsiyo ng Department of Migrant Workers (DMW) ang tuluyan nang pagtatanggal ng pamahalaan sa ipinaiiral na total ban sa pagproseso at deployment ng mga manggagawa sa Federated States of Micronesia.
Ang anunsiyo ay ginawa ng DMW sa pamamagitan ng inisyu nitong Advisory No. 25 na pirmado ni Officer-In-Charge Hans Leo Cacdac, at may petsang Oktubre 12, 2023.
Ayon sa DMW, naglabas na ng certificate of compliance ang Philippine Consulate General sa Agana (Guam, USA), sa pamamagitan ng Department of Foreign Affairs (DFA), para sa Federated States of Micronesia, na gumagarantiya sa mga karapatan ng mga dayuhang manggagawa, na itinatakda sa Section 3 ng Republic Act 10022.
Base anila sa isinagawang assessment ng Post, ang nasabing bansa ay mayroong existing labor at social laws at nagratipika ng multilateral conventions na may kinalaman sa proteksiyon ng mga migrant workers.
Aktibo rin umano itong gumawa ng konkretong mga pamamaraan upang makabuo ng isang bilateral labor agreement sa Pilipinas para sa proteksiyon ng mga karapatan ng mga OFWs sa kanilang teritoryo.
“The Philippine Consulate General in Agana (Guam, USA), through the Department of Foreign Affairs (DFA), has issued a certificate of compliance for the Federated States of Micronesia with the guarantees on the rights of foreign workers as specified under Section 3 of Republic Act 10022,” bahabi pa ng naturang advisory, na ipinaskil ng DMW sa kanilang social media account nitong Biyernes.
“Based on the assessment of the Post, ‘the said country has existing labor and social laws and/or has ratified multilateral conventions related to the protection of migrant workers.’ Moreover, the Post emphasized that ‘it has actively taken concrete measures to forge a bilateral labor agreement with the Philippines for the protection of the rights of the Overseas Filipino Workers (OFWs) in its territory,’” anito pa.
“As such, the public is hereby informed that the total ban on the processing and deployment of workers to the Federated States of Micronesia is lifted,” pahayag pa ng DMW. “Prior issuances that are inconsistent with this advisory are modified accordingly.”
Matatandaang una nang ipinag-utos ng Philippine Overseas Employment Administration (POEA) ang pagpapatupad ng total deployment ban sa Federates States of Micronesia dahil sa mga ulat ng pang-aabuso at pagmaltrato sa mga OFWs na nagtatrabaho doon.
