NAIS ng Department of the Interior and Local Government (DILG) na magkaroon ng talaan ng lahat ng kasambahay sa buong Pilipinas para mapangalagaan ang kanilang mga kapakanan, kaya inatasan ng kagawaran ang lahat ng 42,046 na barangay na pasimulan na ang paglikha ng registration system para sa ‘kasambahays ‘.
Dahil sa low turnout ng ” barangays registering domestic workers or kasambahays,” inatasan ng DILG ang lahat ng 42,046 barangays nationwide na simulan na ang registration system para sa kasambahays at tiyakin na nakakatugon ang mga employers para protektahan ang fundamental rights ng mga ito bilang kasapi ng labor force.
Ayon kay DILG Secretary Eduardo M. Año, ang maliit na bilang ng mga kasambahay na nakatala mula sa iilang barangay na umaabot lamang sa 3,359 mula sa 42,000 barangays nationwide ay pagpapakita ng non-compliance o di pagsunod ng mga barangay officials sa probisyon ng Republic Act (RA) 10361, o mas kilala bilang “Domestic Workers Act” or “Batas Kasambahay”.
“There is more work to be done in the barangays in imploring better kasambahay registration turnout only. We direct our Punong Barangays (PBs) to be more proactive in instituting a registration system for our helpers as it is critical to ensuring that they are accorded the full protection of the law,” sabi pa Año.
“With the care and service they [kasambahays] provide to households, especially to parents and their children, domestic workers deserve safe and healthful working conditions,” dagdag ng kalihim.
Inihayag din ni Año na ang Region V ang siyang may pinakamaraming barangay na nakapagsagawa ng 627 kasambahay registration na sinundan ng Region VI na may 584 registered kasambahay at Region VIII na may 499. Karamihan ng mga rehiyon ay nakapagtala lamang ng 200 barangays.
Nilinaw ng kalihim na dapat pangalagaan ng mga Punong Barangay ang kalagayan ng mga kasambahay at protektahan sila sa lahat ng uri ng pang-aabuso at economic exploitations sa pamamagitan ng pagpapalakas sa implementasyon ng Batas Kasambahay at ng Implementing Rules and Regulations (IRR) na kaakibat nito.
Sa ilalim ng IRR ng RA 10361, “PBs shall be responsible for the Registry of Kasambahay within his/her jurisdiction with each employer registering kasambahay/s under his or her employment in the barangay of his residence. The employer shall also enroll the kasambahay to the SSS, PhilHealth, and Pag-IBIG.”
“Our PBs and barangay officials are integral in realizing the full effect of Batas Kasambahay in the communities. Because registration is crucial for kasambahays to enjoy government-mandated benefits, we need the cooperation of our LGUs to ensure that employers are acting in accordance with our decree,” sabi pa ng kalihim.
