The Civil Aviation Authority of the Philippines (CAAP) is reminding the public that the intentional projection of laser beams and other high-intensity lights toward aircraft is strictly prohibited, as such actions pose serious risks to aviation safety.
“We appeal to the public to exercise caution and responsibility, as even a brief distraction can affect flight operations. By remaining mindful of our actions and complying with aviation regulations, we can all contribute to keeping Philippine skies safe for everyone,” said CAAP Director General Retired Lt. Gen. Raul del Rosario.
Aside from laser illumination, he said that CAAP likewise reminds the public that other hazardous activities within airport vicinities and operational areas are strictly regulated. These include the operation of unauthorized aerial objects, raising of birds that may pose bird strike risks, animal intrusions, construction of unauthorized structures, improper vegetation management, and activities that may interfere with aviation communications and navigation systems.
CAAP spokesman Eric Apolonio explained that laser illumination can impair a pilot’s vision, cause distraction or temporary disorientation and adversely affect the safe operation of an aircraft, particularly during critical phases of flight such as takeoff and landing.
He said that the Philippine Civil Aviation Regulations (PCAR) Part 8.5.1.29 states that “no person shall intentionally project a laser beam or direct a high-intensity light at an aircraft which can result in distraction, disruption, disorientation and, in extreme cases, incapacitation, adversely affect the ability of the flight crew to carry out their responsibilities, especially during take-off and landing.”
Violators may face serious legal consequences. Under Republic Act No. 9497, Section 81(b)(6), any person found guilty of such acts may be punished with imprisonment of up to three years, a fine of not less than P50,000 but not more than P500,000 or both, at the discretion of the court.
Apolonio said CAAP remains steadfast in its mission to uphold the safety, security, and efficiency of Philippine civil aviation operations in line with the directives of President Ferdinand Marcos Jr. and Transportation Secretary Giovanni Lopez.
