CAAP strengthens preparations for ICAO Audit with 2026 CAAP Bootcamp 2.0

The Civil Aviation Authority of the Philippines (CAAP) has intensified its preparations for the upcoming International Civil Aviation Organization (ICAO) Universal Safety Oversight Audit Programme (USOAP) through the conduct of Bootcamp 2.0 on Thursday, March 12, in Pasay City.

CAAP spokesman Eric Apolonio said the second phase of the bootcamp featured a more intensive program focused on reviewing and refining action plans to address the Authority’s technical compliance ahead of the ICAO audit scheduled for September 2026.


The initiative aligns with the directive of President Ferdinand Marcos, Jr. and Transportation Secretary Giovanni Lopez to ensure that Philippine aviation meet global standards for safety, efficiency and regulatory oversight.

Apolonio said the program was led by Mr. Sandra M.A. Susantha De Silva, former Regional Officer for Safety Implementation of the ICAO Asia and Pacific Office, who shared best practices and compliance strategies drawn from the experiences of other ICAO member states.

“This is more than an audit, it is a commitment to safety. Every day, millions of passengers trust the aviation system we oversee. Behind every safe flight are regulators, inspectors, and aviation professionals working together to ensure that standards are upheld. That responsibility rests with all of us,” said CAAP Director General Retired Lt. Gen. Raul Del Rosario.


By strengthening institutional readiness and addressing identified compliance gaps, CAAP aims to further position the Philippines as a responsible and reliable member of the global aviation community, Del Rosario added.
