The Civil Aviation Authority of the Philippines (CAAP) and Bulacan State University (BulSU) formally strengthened their partnership in aviation education through the signing of a Memorandum of Agreement (MOA).
“CAAP is committed to advancing the aviation sector, while Bulacan State University is dedicated to developing the next generation of aviation professionals. Our missions naturally complement one another, and we are confident that this partnership will be both meaningful and successful”, said CAAP Director General Retired Lt. Gen. Raul del Rosario.
The agreement was signed on Thursday, August 6, 2026, at the Civil Aviation Training Center (CATC), marking a significant milestone in expanding specialized aviation training opportunities through collaboration.
The ceremonial signing was led by Retired Lt. Gen. Raul del Rosario and CATC Chief Gina Marie Lazo, together with BulSU President Dr. Teody C. San Andres.
CAAP spokesman Eric Apolonio said that through this collaboration, CAAP will provide its technical expertise and training capabilities through the CATC, while BulSU will integrate industry-relevant competencies into its academic programs, creating greater opportunities for students to pursue careers in the aviation sector.
The initiative, added Apolonio, reflects CAAP’s continuing commitment to fostering stronger partnerships with higher education institutions to develop a highly skilled and globally competitive aviation workforce, in line with the International Civil Aviation Organization’s (ICAO) New Generation of Aviation Professionals (NGAP) initiative and the directives of President Ferdinand Marcos Jr. and Transportation Secretary Giovanni Lopez.
