BOC SHARES COMPREHENSIVE MEASURES AGAINST UNLAWFUL TRADE DURING THE ANTI-ILLICIT TRADE SUMMIT

The Bureau of Customs (BOC), through its Intellectual Property Rights Division (IPRD), shared BOC’s comprehensive measures against illicit trade during the recently held Anti-Illicit Trade Summit on May 18, 2023, at Shangri-La, Bonifacio Global City. The summit provided a valuable platform for stakeholders to exchange insights, foster partnerships, and collectively combat illicit trade.

The event was organized by Economist Impact, a business entity that gathered prominent business leaders to discuss and analyze the challenges posed by illicit trade.

The summit was attended by IO3 Paul Oliver Pacunayen, Acting Chief of the Intellectual Property Rights Division representing the Bureau of Customs; Commissioner Romeo Lumagui Jr. of the Bureau of Internal Revenue; and business leaders across the country.

During the summit, Acting Chief Pacunayen highlighted the proactive approach adopted by the Bureau of Customs in dealing with illicit trade. He emphasized the filing of cases against importers and brokers involved in unlawful activities. Additionally, he stressed the importance of issuance of Pre-lodgement Control Orders (PLCO), alert orders, and hold orders upon receipt of verified derogatory information. He also outlined the BOC’s strict measures in the accreditation process, office inspections, and suspension of accreditation for consignees engaged in illicit trade. He showcased the expansion of the Electronic Tracking Containerized Cargo (E-TRACC) system and the bolstering of capabilities within the Risk Management Office. Furthermore, he shared the recent development of the National Customs Intelligence (NCIS), the effectiveness of CCTVs and X-ray machines, and the updated training programs for BOC personnel.

“The comprehensive measures implemented by the Bureau of Customs aim to contribute to effective risk management in further suppressing illicit trade activities. The BOC is fully dedicated in combating illicit trade, substantially impacting government revenues and legitimate business sectors. Strengthening these measures to eliminate illicit trade significantly benefits the public and private sectors, businesses, and society,” said Acting Chief Pacunayen during the open forum.

The summit concluded with productive discussions and fruitful outcomes, positively perceived as significant steps forward in the fight against illicit trade.

By actively engaging with the business community, the BOC aims to strengthen collaborative efforts and foster a more secure and resilient trade ecosystem.
