The Bureau of Immigration (BI) welcomed the appointment of Theodore V. Pascual as the agency’s new Deputy Commissioner, following the signing of his appointment by Ferdinand R. Marcos Jr. dated March 5.
Pascual brings with him more than forty two years of experience in immigration and border control operations, having risen through the ranks of the Bureau over decades of service. A seasoned immigration officer, Pascual built his career through an unbroken progression of professional advancement and long exposure to both local and international immigration trainings.
Prior to his appointment, Pascual served as Senior Immigration Officer and Technical Assistant at the Office of the Commissioner, where he was tasked with overseeing border operations beginning in 2025.
Throughout his career, Pascual held several key positions within the Bureau. He previously served as Alien Control Officer of the BI offices in Baguio and Sta. Rosa. He also served as Chief of the then Port Operations Division from 2015 to 2016, and earlier as Chief of the then Seaport Operations Section from 2011 to 2015.
Pascual completed his primary education at San Agustin Central School and his secondary education at Northeastern High School. He obtained his Bachelor of Science in Statistics from University of the East and later pursued units in a Master in Public Administration at the same university. He also completed a Master in Business Administration at Wesleyan University Philippines.
Outside of his professional duties, Pascual is an avid golf player and was the champion of the Jack Nicklaus International tournament held in Ohio, USA in 2013.
His appointment was also seen by many employees as a recognition of career officers who have dedicated their professional lives to public service within the Bureau.
Pascual addressed personnel in a message during the BI’s flag ceremony on March 16, saying: “If we show up each day and do our job faithfully, it truly matters, Meron palang magandang mangyayari sa atin dito sa Bureau. Hard work may not bring rewards exactly as we expect, but in one way or another, it is always recognized. I humbly stand as a proof that showing up everyday, performing our duties diligently, truly matters.”
Serving alongside Pascual are Deputy Commissioners Joel Alejandro Nacnac and Aldwin Alegre.
