The Bureau of Immigration (BI) announced that is has successfully intercepted a Chinese national who is the subject of an interpol alert upon arrival at the Ninoy Aquino International Airport (NAIA) Terminal 3 last January 11.
The subject, identified as Xiao Chaoying, 49, was the subject of an interpol red notice and according to Peter de Guzman, Chief of the BI’s interpol unit, Xiao is wanted in connection with a case for estafa.
BI spokesperson Dana Sandoval said that based on records, Xiao arrived on board a Cebu Pacific flight from Hong Kong. Following confirmation of the alert, the BI Interpol Unit immediately coordinated with NCB Manila and requested a copy of the subject’s warrant of arrest.
The warrant of arrest was issued by the Regional Trial Court, National Capital Region, Branch 297, Pasay City, issued in February 2025.
Citing records, Sandoval said the charge against the subject involves estafa under Article 315, paragraph 2(d) of the Revised Penal Code, arising from incidents that allegedly occurred in May 2023. The case involves allegations that the accused, acting in conspiracy with others, defrauded a private complainant by issuing postdated checks despite knowledge of insufficient funds, resulting in an alleged financial loss of approximately P30 million.
Upon interception, the subject was formally turned over to the National Bureau of Investigation (NBI) for him to face the case filed against him.
