Operatives of the Bureau of Immigration-Fugitive Search Unit (BI-FSU) arrested two foreign fugitives in separate operations conducted in Las Piñas and Parañaque this week.
The arrests, carried out in coordination with local and international law enforcement agencies, are in line with President Ferdinand “Bong Bong” Marcos Jr.’s directive to strengthen border security and ensure that the Philippines does not become a safe haven for international criminals.
FSU agents headed by Rendel Ryan Sy, in coordination with the Philippine National Police–Women and Children Protection Center (PNP-WCPC), Department of Social Welfare and Development National Capital Region (DSWD-NCR), Las Piñas Police, City Social Welfare and Development (CSWD) Office, and the Inter-Agency Council Against Trafficking (IACAT) TIP Center, apprehended American national Donald David Hill, 66, in Las Piñas on September 19.
Sy said Hill was referred to the bureau after the CSWD reported multiple incidents involving him, including possession of a concealed weapon, refusal to comply with shelter rules, and allegedly taking inappropriate photos of minors. Initial checks revealed that Hill arrived in the country in 2007 and never secured any visa extensions, making him an overstaying alien.
In a separate operation on September 20, FSU agents, in coordination with the Criminal Investigation and Detection Group–NCR and South Korean Authorities, arrested Kim Miri, 41, a Korean national, in Parañaque City.
Kim is the subject of an Interpol Red Notice for large-scale financial fraud and money laundering in Korea. She allegedly managed an investment scam operation that collected more than KRW 1 billion since 2020. BI records also show that she has been on the bureau’s blacklist since June 2022 for being a fugitive from justice.
According to Sy, both now face deportation cases filed by the BI against them.
