NILINAW kahapon Secretary of the Interior and Local Government and National Police Commission (NAPOLCOM) Chairman Atty Benhur Abalos Jr. na hindi pa ito opisyal at dapat na rekomendasyon lamang ang napabalitang reshuffle sa walong senior high-ranking PNP officials.
Ayon kay SILG Abalos dapat ito ay rekomendasyon lamang at kailangang dumaan muna sa kumpirmasyon ng NAPOLCOM bago aprubahan ni pangulong Ferdinand Bongbong Marcos Jr.
“Linawin lang natin na may prosesong kailangang sundin. Ang listahan ng mga napiling opisyal ay isusumite sa NAPOLCOM para sa kumpirmasyon. Kung makumpirma ng NAPOLCOM, mapupunta yung listahan sa Pangulo para sa kanyang pag-apruba,” mariing paglilinaw ni Abalos.
Kamakalawa ay mabilis na kumalat sa ilang pahayagan ang pagpapatupad ng PNP sa Special Orders Number NHQ-SO-URA-2023-5037 na nilagdaan ni Maj. Gen. Robert Rodriguez, director ng Personnel and Records Management hinggil sa pagtatalaga sa apat na major generals at apat brigadier generals sa mga bagong posisyon kabilang dito ang pinuno ng PNP-National Capital Region Police Office, Directorate for Intelligence, Directorate for Investigation and Detective Management, at Directorate for Logistics.
Ayon kay Atty Abalos batay sa Sec. 6 (3) (f) of NAPOLCOM Memorandum Circular No. 2019-001 provides, “The assignment/designation of the [concerned positions] shall be submitted to the Commission for confirmation prior to the submission of the same to the President for approval.”
Sinasabing nag ugat ang kapanyarihang ito ng NAPOLCOM sa Sec.6 Art XVI ng 1987 Constitution … “The State shall establish and maintain one police force, which shall be national in scope and civilian in character, to be administered and controlled by a national police commission.”
“Civilian control over the police is a hallowed principle of our fundamental law. Rest assured that the NAPOLCOM will carry out its duty to oversee and enhance the administration of the PNP.” Dagdag pa ng kalihim.
