79IB Sends Resident Home; Retrieves Cadavers as Security Situation is Under Control

CAMP PERALTA, Jamindan, Capiz – The Army’s 3rd Infantry (Spearhead) Division, through the 79th Infantry Battalion, facilitated the safe return of around 600 displaced individuals and at least 160 families to their homes in both Toboso and Escalante in Negros Occidental respectively as the security situation gradually stabilized following a series of encounters with the Communist Terrorist Group in the area on February 21, 2024.

On February 23, 2024, 107 families and 465 individuals returned safely to their homes in Brgy. San Isidro, Toboso, Negros Occidental, while a total of 53 families and 174 individuals are still staying at Pinapugasan Proper. There have been no more reported sightings of armed rebels, signaling a positive shift towards peace and normalcy. However, the Army continues its diligent clearing operations to ensure the area remains secure.


To recall, a series of encounters between the troops of 79IB and elements of the dismantled North Negros Front (NNF) of the KR-NCBS started around 11 am on Wednesday, February 21, in the hinterlands of the said villages.

Afterwards, the troops launched an airstrike at around 7 pm on February 22, 2024, to neutralize the said CTG elements, which were reported harassing and extorting food from residents in the said barangays. The military operation resulted in the deaths of three CTG members of the NNF (D), KR-NCBS, and the recovery of six high-powered firearms, four low-powered firearms, several explosives, including one anti-personnel mine, eight rifle grenades, and one hand grenade, explosive paraphernalia and other war materials.

On February 24, 2024, the cadavers were already turned over to barangay officials of Brgy. Pinapugasan, Escalante City, Negros, Occidental. The slain CNTs were recently identified as Emaryn Pastedio alias JANDIE, Medical staff; Christopher Ebarle alias MICHAEL and Jose Caramihan alias JOSE, all members of NNF (D), KR-NCBS. The cadavers were brought to Shekainah Funeral Homes, Brgy. Jonob-Jonob, Escalante City, for proper disposition where their relatives can claim them.


According to MGen Marion R Sison, Commander of the 3rd Infantry (Spearhead) Division, the decision to deploy the airstrike underscores the military’s commitment to address threats posed by insurgent activities, particularly in areas where civilians’ safety and well-being are compromised. The timing and precision of the military operation reflect a responsive military capability that can ensure the protection of communities affected by the CTG’s presence. He also commended the troops that participated in the military operation, particularly the 303rd Infantry Brigade, the 79IB, and Tactical Operations Group 6 of the Philippine Air Force, for their swift, accurate, and decisive action that neutralized the threat group without putting civilian lives in harm’s way.

Similarly, MGen Sison emphasized that returning displaced individuals to their homes is crucial in restoring stability and rebuilding communities in Escalante and Toboso. It underscores the effectiveness of the collaboration of the Army, LGUs, government agencies, and partner stakeholders in safeguarding the welfare of residents and restoring order in conflict-affected areas.


The collaborative efforts of the Local Government Units (LGUs) of Toboso and Escalante, alongside the Department of Social Welfare and Development (DSWD), have been pivotal during this challenging period. Their unwavering support has played a crucial role in meeting the needs of affected residents and restoring normalcy to the area.

“Rest assured that your Army remains committed to its mission of ensuring the safety and security of all residents not only in Negros Occidental but also in other provinces of Western and Central Visayas. We will sustain the current positive momentum to ensure long-term stability and prosperity. With our partners and stakeholders, we shall remain vigilant and responsive to the challenges to maintain our people’s stable internal peace and security (SIPS) situation.


“The effective governance and institutional mechanisms are essential for maintaining peace and security in Negros Island. Hence, collaborative efforts between government agencies, law enforcement, local populace, and partner stakeholders contribute to building resilient institutions capable of addressing emerging security challenges,” said MGen Sison.

Furthermore, MGen Sison highlighted the recent series of encounters as evidence of the community’s rejection of the Communist Terrorist Group’s ruthless activities, including extortion. “We call upon the populace to remain vigilant and report any sightings or information regarding these terrorists to prevent them from terrorizing our community. With the concerted efforts of all stakeholders, Escalante is poised to continue its journey towards lasting peace and development, free from the threat of insurgency and violence,” MGen Sison added.

In conclusion, MGen Sison called on the remaining members of the KR-NCBS to lay down their arms, return to the folds of the law, and grab the opportunity of a safe and productive life that our government offers before it is too late.
