ISANG memorandum of understanding (MOU) ang nilagdaan nG pamahalaang lungsod at ng Department of Human Settlements and Urban Development (DHSUD) na, ayon kay Mayor Honey Lacuna, ay makakatulong sa kanyang administrasyon na matamo ang hinahangad na ‘World-Class Global Capital City’ patungong “Magnificent Manila.”
Inihayag ni Lacuna na ang nasabing MOU, na kanyang nilagdaan kasama ang hepe ng DHSUD na si Sec. Jerry Acuzar, ay lilikha ng collaboration sa pagitan ng Maynila at DHSUD na maaring lumagpas pa sa Comprehensive Land Use Plan ng lungsod.
Dumalo rin sa signing ceremony si DHSUD Undersecretary Architect Henry Yap at mga delegado mula sa nasabing ahensya, kung saan binati rin ang mga ito ni Lacuna sa kanilang ika-limang anibersaryo.
“As you highlight “safety and resilience”, or LIgtas at MAtibay (LIMA) na pabahay para sa lahat, rest assured that the City of Manila shares your aspirations of providing decent housing for all Manileños and Filipinos, as the cornerstone of improving the quality of their lives, and thus building our nation to its true potential,” pahayag ni Lacuna.
Ayon pa kay Lacuna, ang MOU ay di lamang nagtatatag ng samahan, kundi collaborative at tuloy-tuloy na partnership.
Binanggit ng alkalde na ang kasalukuyang Current Land Use Plan (CLUP), na binuo noong panahon ni Mayor Lito Atienza, ay nakinabang sa technical review ng dating HLURB, at ito ay nasa tail end pa lamang ng preparasyon.
“As we now embark on the updating of our new Comprehensive Land Use Plan (CLUP), todays commitment between us ensures that, from day one, we will be working hand-in-hand. That we will be sharing knowledge and resources continuously as partners from its inception, to its refinement, and up to its final version,” saad nito.
Idinagdag pa ni Lacuna :” The creation of our Manila CLUP will be at the core of this partnership. It will come to pass as one of the, if not the most, important policy, along with our Comprehensive Development Plan, that the city will ever have, because the Land Use Plan will lay the foundation for the urban transformation of the City, from now until 2035, into our ‘MAGNIFICENT MANILA’. It will be our blueprint to achieve our Vision: to reestablish Manila as a World Class Capital City. A Global city—of equal or even greater stature than our neighboring cities such as Singapore, Seoul and Tokyo.”
Ayon sa alkalde, ang ‘Magnificent Manila’ ay pangarap ng kanyang administrasyon, habang ang Land Use Plan at ang zoning ordinance naman ng lungsod ang magsisilbing blueprint.
Ang plano, ayon kay Lacuna, ay gagabay di lamang sa physical development ng kinabukasan ng Maynila, kundi maging sa pagpapataas ng kalidad ng buhay ng lahat ng mamamayan nito, sa pamamagitan ng: pagtataguyod ng ng isang ligtas, masigla at nadaraanang pamayanan; pagtitiyak na ang lahat ng Manileño ay mayroong disente at abot- kayang pabahay sa ‘world’s most densely- populated city’; pagbibigay ng mga kailangang social and utility amenities sa lahat ng komunidad; pag-preserve ng built heritage— na isang unique na karakter ng Maynila kung saan bukod tangi ang lungsod na nagbibigay proteksyon sa mga katubigan at pagtatayo pa ng marami pang parks, plazas at green open areas bilang ‘breathing spaces’ at social spaces sa ating masikip na lungsod; pagsuporta sa economic development ng lungsod sa pamamagitan ng environment na nagtatatag ng business centers, umaakit ng investments at nababagay sa paglago ng negosyo na lilikha ng trabaho nang hindi kinokompromiso ang kapakanan ng mga residente; pag-optimise ng efficiency ng transport systems at peoples’ mobility sa pamamagitan ng’ enhanced connectivity of place’s; pag-build up sa kalakasan ng Maynila bilang education center at bilang knowledge hub ng bansa at gagabay sa pag-unlad ng potensyal ng maraming katangi-tanging distrito sa lungsod.
“With the collaboration of the city and the DHSUD, what we are given here is a unique opportunity to jointly come up, not with a typical CLUP, but with an innovative and novel plan that gradually transforms our city from being merely liveable , to becoming lively and ultimately, to becoming loveable. The plan is for the prime, or premiere city of the country—to serve as a model for other highly urbanized cities,” ayon pa kay Lacuna.
